The US Department of State has made a determination approving a possible Foreign Military Sale (FMS) to the Government of Qatar for the purchase of up to four KC-46A Aerial Refueling Aircraft and related equipment. This potential Foreign Military Sale to the Government of Qatar for up to four KC-46A Aerial Refueling Aircraft and associated equipment has been formally approved by the US Department of State. The proposed sale carries an estimated total cost of US $4.5 billion (approximately A $6.28 billion). Qatar had formally requested to buy the KC-46A aircraft, which are designed for aerial refueling operations, indicating a strategic intent to enhance its aerial capabilities.

Detailed Aircraft and Equipment List

Qatar's request specifically includes eight PW4062 turbofan engines, with four intended for installation on the aircraft and an additional four designated as spares to ensure operational continuity. The proposed sale also covers ten AN/ALR-69A radar warning receivers, comprising four for installation on the aircraft and six spares to support maintenance and readiness. Additionally, Qatar has sought 15 Guardian Laser Transmitter Assemblies (GTLA) for Large Aircraft Infrared Countermeasure (LAIRCM) systems, with 12 to be installed on the aircraft and three designated as spares for future use.

The package further specifies eight LAIRCM system processor replacements, which are key components for the effective functioning of the countermeasure systems. Missile warning sensors will also be included in the full sale package, providing critical defensive capabilities. Other components listed are cartridge actuated devices and propellent actuated devices, essential for various aircraft functions. Control interface units and user data module cards will also be provided as part of the sophisticated electronic systems. The agreement encompasses electronic warfare database support, ensuring the systems remain updated against evolving threats.

For secure communications, the sale incorporates the KIV-77 crypto module, vital for encrypted data transmission. KY-100M crypto terminals are also part of the requested equipment, further enhancing secure communication channels. Lastly, AN/PYQ-10 simple key loaders will be supplied to Qatar under the approved foreign military sale, facilitating the secure management of cryptographic keys.

Full Support and Services Package

The proposed sale to Qatar will incorporate a wide array of support systems and services to ensure the full operational readiness and long-term sustainability of the KC-46A aircraft fleet. An AN/APX-119 Identification Friend or Foe transponder will be included as part of the package, critical for aircraft identification and airspace management. Precision navigation capabilities are also specified for inclusion, providing advanced guidance and targeting. The sale will encompass Computer Program Identification Numbers, alongside full integration and test support and equipment, ensuring smooth incorporation into Qatar's defense infrastructure.

The full package extends to aircraft components, parts, and accessories, ensuring a strong supply chain for ongoing maintenance and repairs. General support and support equipment will also be provided, covering a broad spectrum of logistical needs. The agreement covers spare parts, consumables, and accessories, as well as repair and return support for various components, guaranteeing the longevity and serviceability of the assets. Training aids, devices, and additional spare parts are slated for inclusion to facilitate thorough personnel instruction and skill development.

Major and minor modifications, along with ongoing maintenance support, form another key aspect of the services package, allowing for future upgrades and continuous operational efficiency. Instruments and lab equipment necessary for aircraft upkeep will be supplied, equipping maintenance crews with the required tools. The sale also includes classified and unclassified software delivery and continuous support, ensuring the aircraft's systems remain current and secure. Finally, unclassified publications and technical documentation will be provided to Qatar, supporting the operational and maintenance requirements of the new tanker fleet with essential reference materials.

Logistics, Training, and Contractor Information

The full package includes maps, publications, and technical documentation, along with personnel training and training equipment to ensure skilled operation and maintenance. The sale also incorporates clothing, textiles, and individual equipment for personnel, as well as trucks and transportation vehicles for ground support. Facilities and construction support, jet fuel, transportation, and airlift support are part of the agreement, covering all logistical aspects. Warranties and site surveys are also specified, providing assurances and preparatory assessments. The US Government and contractor engineering, technical, and logistics support services will be provided, alongside other related elements of logistics and program support, offering extensive backing for the program. Principal contractors for the sale include Boeing, based in Arlington, Virginia; Pratt & Whitney Military Engines, located in East Hartford, Connecticut; RTX, also in Arlington, Virginia; and Northrop Grumman, situated in Rolling Meadows, Illinois.

Implementation and US Personnel Impact

Implementation of this proposed sale will not require the assignment of any additional US Government or contractor representatives to Qatar. This indicates that the operational and logistical frameworks for the KC-46A aircraft acquisition are expected to be managed without an increased US presence on the ground in Qatar, reflecting an efficient and self-sufficient support structure for the new assets.
