A Boeing 747 gifted by Qatar to President Donald Trump has completed flight testing and is expected to debut this summer, the U.S. Air Force announced Friday. The aircraft, offered by Qatar in May 2025 and accepted later that month by Defense Secretary Pete Hegseth, is slated to roll out with a new red, White, and Blue livery. The refurbishment aims to make the jet suitable for presidential use. Defense Secretary Pete Hegseth stated the acceptance was "in accordance with all federal rules and regulations," despite President Donald Trump previously calling the arrangement "stupid."

Aircraft Modifications and Value

L3Harris Technologies completed extensive modifications and mission systems integration for the aircraft, according to a company spokesperson. The jet, a Boeing 747-8, is valued in the hundreds of millions of dollars. Vertex Aerospace is refurbishing the plane at its facility in Madison, Indiana, a process costing $10 million. The refurbishment includes a presidential suite and other VIP features. Last year, lawmakers suggested modification costs for the Qatari jet could exceed $1 billion. Boeing stopped building 747s in 2023. Air Force officials leased a 747-8 freighter from Atlas Air between October and February, facilitating pilot familiarization with the aircraft type.

Ethical and Constitutional Questions

The U.S. Constitution prohibits government officials from accepting gifts "from any King, Prince or foreign State," a stipulation known as the Emoluments Clause. The use of the Boeing 747 by former President Donald Trump has raised ethical questions, although President Donald Trump has denied any ethical issues are involved with accepting the aircraft. President Trump has defended the gift as a way to save tax dollars, having previously called the arrangement "stupid." He plans to donate the plane to a future presidential library. Separately, the U.S. Purchased two jets from Lufthansa for training and spare parts.

Background on Air Force One Programs

A Boeing 747 jet, valued at $400 million, was gifted to the United States by Qatar, with reports indicating its delivery in 2017. The aircraft was originally ordered by Saudi Arabia. According to officials, this former Qatari jet is intended to serve as a "bridge" until new Air Force One aircraft are delivered, a process now expected by 2028. The two current Air Force One planes have been in service for nearly four decades.

Boeing is retrofitting 747s originally built for a now-defunct Russian airliner to create these new presidential aircraft. The new aircraft program has reportedly faced nearly a decade of delays, with expectations that the new planes will not be finished until near the end of President Trump's term. The current Air Force One planes were built from scratch near the end of the Cold War. Reports indicate these existing aircraft are hardened against nuclear blast effects and include anti-missile countermeasures.

Presidential Use and Future Plans

President Donald Trump has stated he will not utilize the aircraft after his term concludes. The two existing Air Force One planes are outfitted with air-to-air refueling capabilities, allowing for extended flight without landing. Additionally, these current presidential aircraft include an onboard operating room for medical emergencies during flight.
