Qatar's cumulative industrial investment reached 248.44 billion Qatari rials ($68 billion) in the second quarter of 2026, indicating significant business growth in the nation. This surge in investment coincided with a 6.6 percent increase in new business registrations during the same period, compared to the preceding three months. These figures were reviewed at the Ministry of Commerce and Industry’s second quarterly performance meeting for 2026. The country's economic strategy is guided by its National Manufacturing Strategy 2024-2030.

Key Economic Indicators

Qatar recorded 6,745 new commercial registrations during the second quarter of 2026. This substantial number reflects a dynamic business environment within the country. Of these, 5,272 non-Qatari companies were established, marking a 60 percent increase from the first quarter of 2026, noting growing international interest and participation in Qatar's economy. The industrial sector also saw growth, with eleven new factories commencing production in the second quarter of 2026. These new factories represent a combined investment of 253 million riyals, contributing to the nation's manufacturing capabilities. Since the beginning of 2026, a total of 28 factories have started production across the country, signifying sustained industrial expansion.

Export activities also expanded, as the share of factories engaged in exports rose to 25 percent in the second quarter of 2026, up from 23 percent in the first quarter. This increase shows the growing competitiveness of Qatari products in international markets. Private-sector exports experienced a 12.5 percent increase, reaching 900 million riyals in the second quarter of 2026. This figure represents an increase from 800 million riyals recorded in the first quarter of the year, demonstrating strong growth in non-governmental trade.

Government Initiatives and Strategy

Qatar’s National Manufacturing Strategy 2024-2030 outlines ambitious goals for the nation's industrial sector. This full strategy aims to attract an annual industrial investment of 2.75 billion riyals by 2030. Concurrently, the strategy intends to raise manufacturing’s value-added contribution to 70.5 billion riyals, further solidifying the sector's importance to the national economy. Another key objective is to increase non-hydrocarbon exports to 49 billion riyals as part of the overall economic diversification efforts, reducing reliance on traditional energy sources. The strategy also targets an 80 percent increase in the number of industrial companies by 2030, fostering a broader industrial base. It seeks to achieve a 20 percent increase in the number of industrial jobs, contributing to employment growth. A significant goal is to enhance the country's self-sufficiency in target industries by 10 percent, strengthening local production capabilities.

To support these strategic objectives, the Ministry of Commerce and Industry has implemented measures to streamline processes for industrial projects. The ministry reduced the time required to issue initial approvals for industrial projects to a single working day. This initiative aims to accelerate the establishment and operation of new industrial ventures, making it easier for businesses to set up and expand. The number of registered national products saw an increase of 8 percent in the second quarter of 2026 compared to the same period in the previous year, reflecting growing domestic production and market presence.

Digital Services and Platform Performance

The Ministry of Commerce and Industry's Single Window platform processed 131,269 transactions during the second quarter of 2026. This figure marked a 4 percent increase from the previous period, indicating growing user adoption and efficiency. Approximately 86 percent of these transactions on the Single Window platform were completed electronically, showcasing a strong shift towards digital government services. Customer satisfaction with electronic submissions through the platform reached 93 percent, reflecting the positive user experience. Similarly, customer satisfaction with applications submitted via government service centers stood at 96 percent, demonstrating the high quality of public services provided. The ministry also reported developing 15 services during the second quarter of 2026. This represents an increase of 25 percent compared to the number of services developed in the previous three months, showing the continuous efforts to enhance and expand digital offerings.

Intellectual Property and Trade Metrics

The Ministry of Commerce and Industry registered 1,454 trademarks during the second quarter of 2026, protecting brand identities and fostering a secure business environment. The ministry also granted 130 patents in the same period, encouraging innovation and technological advancement. Copyright registrations saw a notable increase, rising by 88.4 percent, with 81 copyrights registered in the second quarter of 2026, indicating a growing recognition and protection of creative works. The ministry collected 11 million riyals in customs duties. These duties were amassed through measures implemented to counter harmful trade practices, ensuring fair competition and protecting local industries.
