Somalia and Qatar are strengthening security and defense cooperation, marking a new phase of strategic partnership, Somali Prime Minister Hamza Abdi Barre stated in an exclusive interview with Qatar’s Al Sharq newspaper published on Tuesday, September 1, 2026. Barre outlined that relations between the two nations now encompass political, economic, investment, security, and defense sectors. He emphasized, "Somalia seeks long-term cooperation with Qatar and the Gulf countries, which is not limited to crisis management, but also focuses on investment in infrastructure, energy, ports, food security and economic development." This full approach signifies a deeper commitment to mutual growth and stability. The Prime Minister also noted that the fight against al-Shabab involves cutting off financial resources and countering extremist ideology, stating, "The fight is not limited to military operations."

Strategic Partnership Details

Somali Prime Minister Hamza Abdi Barre characterized a defense agreement between Somalia and Qatar as instrumental in developing more strong and professional Somali security institutions. This agreement is seen as a key step towards enhancing Somalia's capacity to manage its own security challenges effectively. Mr. Barre stated that Somalia aims for enduring cooperation with Qatar and other Gulf countries, moving beyond immediate concerns to foster sustainable development. He explicitly noted, "Somalia seeks long-term cooperation with Qatar and the Gulf countries, which is not limited to crisis management, but also focuses on investment in infrastructure, energy, ports, food security and economic development." This long-term vision includes significant investments aimed at bolstering Somalia's economic resilience and reducing its reliance on external aid. The Prime Minister also noted the Somali government's objective to ensure the nation's capacity for self-defense and the protection of its independence. Mr. Barre emphasized Somalia's ambition to contribute to regional security and stability within the Horn of Africa and the Red Sea, showing its role as a responsible actor in the wider geopolitical landscape.

Sovereignty and Regional Stability

Somali Prime Minister Hamza Abdi Barre stated that Somalia's independence, unity, and territorial integrity are non-negotiable. He stressed that the Somali federal government rejects any action that undermines the country’s sovereignty, asserting the nation's right to self-determination. Regarding Somaliland, Mr. Barre indicated that Mogadishu believes internal disputes can be resolved through dialogue among Somali parties, advocating for peaceful, internal solutions to national challenges. The Prime Minister warned against foreign interference and any attempt to create a new political reality inside Somalia, reiterating the government's firm stance against external meddling in its internal affairs.

Mr. Barre reiterated Somalia’s position that it would not become a destination for settling Palestinians or be part of any plan to displace them. He stated that Palestinians have the right to live in their own country with freedom and dignity, aligning Somalia with international calls for Palestinian self-determination. The Prime Minister also expressed concern about regional tensions in the Red Sea and Gulf of Aden, noting their potential impact on shipping and international trade. These tensions, he observed, pose a significant threat to global commerce and regional stability. Somalia supports de-escalation, dialogue, and diplomatic solutions for these regional tensions, according to Mr. Barre. He praised Qatar’s role in efforts to reduce tensions and promote diplomatic solutions, acknowledging its contributions to fostering peace in the region.

Counter-Terrorism Efforts

Somali Prime Minister Hamza Abdi Barre said the Somali government has recaptured large areas from al-Shabab over the past four years. Mr. Barre stated that these operations have also led to the destruction of militant bases, significantly degrading the group's operational capabilities. The Prime Minister further indicated that the government is actively working to cut off al-Shabab’s financial resources, a critical component of its counter-terrorism strategy designed to cripple the group's ability to fund its activities. Concurrently, efforts are underway to counter extremist ideology within the country, addressing the root causes of radicalization. In areas recovered from the militant group, the Somali government is focused on rebuilding administration and public services, according to Mr. Barre, aiming to restore normalcy and governance to affected communities. He added that the government would offer amnesty to al-Shabab members who lay down their arms, renounce extremist ideology, and integrate back into society, providing a pathway for reconciliation and rehabilitation.
