The State of Qatar affirmed that the right to development constitutes a fundamental human right during a recent discussion in Geneva. The declaration, made by the State of Qatar, stated, "the right to development is a fundamental human right." This statement was delivered during a panel discussion focused on the right to development. The discussion took place under agenda item 3 of the 63rd session of the Human Rights Council, held at the United Nations Office in Geneva. The panel discussion marked the 40th anniversary of the adoption of the Declaration on the Right to Development, showing the enduring relevance of its principles.

Global Recognition and Qatar's Stance

Abdulrahman Mohammed Fakhroo, Deputy Permanent Representative of the State of Qatar to the United Nations Office in Geneva, delivered a statement emphasizing the importance of this right. He stated that "within the framework of implementing the 2030 Agenda for Sustainable Development, promoting the right to development should remain an international and national priority, with due consideration given to the importance of implementing the development agenda in accordance with the provisions of the declaration and States’ obligations under international human rights instruments." The recognition of the right to development was formally established with the adoption of the Declaration on the Right to Development in 1986, a landmark document enshrining this fundamental human right. Qatar emphasized that the principles and standards outlined in this Declaration continue to serve as a cornerstone for addressing various global challenges, providing a framework for international cooperation and national policy-making. The Declaration's adoption in 1986 marked a significant step in recognizing development as a full human right, encompassing economic, social, cultural, and political dimensions.

National Development Initiatives

Qatar has achieved significant national progress toward the Sustainable Development Goals, according to statements made by the State. The nation has also maintained a leading position in numerous international and regional development indicators, reflecting its commitment to sustainable growth and human well-being. For full development, Qatar has adopted Qatar National Vision 2030, a long-term strategic plan guiding the country's transformation. This vision has been implemented through various national development strategies, further contributing to the country's progress across multiple sectors. These strategies aim to balance economic growth with social development and environmental protection, aligning with the broader goals of the 2030 Agenda for Sustainable Development.

International Cooperation and Solidarity

Qatar pursues a foreign policy focused on strengthening international cooperation and solidarity to promote development. The nation hosted the Fifth United Nations Conference on the Least Developed Countries (LDC5) in March 2023, demonstrating this commitment and providing a key platform for global dialogue on supporting vulnerable nations. Further showing its role in global development initiatives, Qatar is set to host the Second World Summit for Social Development in November 2025, an event anticipated to foster further international collaboration on social progress. Qatar provides support to countries affected by disasters, conflicts, and climate change through interactive solidarity efforts, offering humanitarian aid and assistance. The country also engages in preventive solidarity, which includes investment in quality education and development programs with its international partners, aiming to build resilience and foster long-term stability. These actions reflect Qatar's consistent engagement in fostering global progress and stability, advocating for a holistic approach to development that prioritizes human rights and international collaboration.
