At the Second International Migration Review Forum in New York, Qatar called on the global community to prioritize three critical areas for advancing the future of migration governance. The State of Qatar's statement was delivered by HE Undersecretary of Labour, Sheikha Najwa bint Abdulrahman Al-Thani. Qatar's representative urged international cooperation on migration issues during the forum. This event and Qatar's proposals were reported on May 11, 2026. The forum served as a platform for member states to discuss progress and challenges in implementing the Global Compact for Safe, Orderly and Regular Migration. The discussions at the forum showed the ongoing global efforts to enhance the framework for international migration, emphasizing shared responsibilities and collective action.

Global Migration Governance Priorities

Qatar advocated for the adoption of regular migration pathways as proactive policy instruments, emphasizing their role beyond serving as reactive alternatives to irregular migration. The State of Qatar noted the necessity of embedding protection across the entire migration cycle. This includes ensuring safeguards from the recruitment phase in countries of origin to the reintegration process upon return. Qatar's advocacy stressed that these pathways should not merely be seen as responses to existing irregular migration flows, but rather as fundamental tools for managing and facilitating human mobility in a structured and beneficial manner for all parties involved. The imperative of embedding protection throughout the entire migration cycle—from the initial recruitment stages in countries of origin to the key reintegration process upon a worker's return—was a central theme of Qatar's presentation. This holistic approach aims to safeguard the rights and well-being of migrants at every step of their journey, ensuring that their dignity and safety are critical.

Qatar also stressed the importance of strengthening measurement mechanisms within the Forum's framework. The delegation asserted that declarations of progress gain genuine weight only when they are anchored in agreed indicators. This approach aims to ensure that advancements in migration governance are quantifiable and verifiable, providing a clearer picture of implementation and impact. By emphasizing the need for strong measurement mechanisms, Qatar noted that the effectiveness of global migration policies and initiatives can only be truly assessed through clear, agreed-upon indicators. This commitment to data-driven evaluation ensures that any declared progress in migration governance is not merely rhetorical but is instead grounded in verifiable evidence, allowing for transparent accountability and continuous improvement in the implementation of the Global Compact.

Qatar's National Labor Reforms

Qatar has fundamentally restructured its expatriate labor system, establishing a rigorous rights-based framework. Among the key reforms implemented is the ending of exit permit requirements, which grants workers greater freedom to change employers. The nation also introduced the region's first non-discriminatory minimum wage, a significant step in labor protection. These full reforms reflect a national commitment to creating a more equitable and just working environment for all residents. The restructuring of the expatriate labor system has been founded on a rigorous rights-based framework, aiming to elevate standards and protections for migrant workers.

To ensure protections commence prior to departure, Qatar established Visa Centres in countries of origin. The government has also bolstered its oversight framework, instituting clear legal and criminal accountability for violations within the labor sector. An integrated governance model has been established, uniting labor, migration, residency, law enforcement, and anti-trafficking policies. These reforms collectively influence the lives of over two million individuals daily, according to national reports. The establishment of Visa Centres in countries of origin is a proactive measure designed to ensure that workers are fully informed of their rights and responsibilities before they even arrive in Qatar, thereby preventing potential exploitation and ensuring a smooth transition. The bolstered oversight framework includes strong mechanisms for legal and criminal accountability, sending a clear message that violations of labor laws will not be tolerated. The integrated governance model represents a cohesive strategy that brings together various governmental functions—labor, migration, residency, law enforcement, and anti-trafficking policies—to create a unified and effective system for worker protection and management. This concerted effort impacts the daily lives of more than two million individuals, showing the scale and significance of Qatar's reform agenda.

International Engagement and Collaboration

Qatar actively collaborates with international partners, including the International Labour Organization and the International Organization for Migration, on migration reform initiatives. HE Undersecretary of Labour, Sheikha Najwa bint Abdulrahman Al-Thani, engaged in bilateral discussions with HE Minister of Foreign Affairs and International Relations of the Kingdom of Lesotho, Lejone Mpotjoane. During these discussions, opportunities for enhanced cooperation on labor and migration issues were explored. Sheikha Najwa bint Abdulrahman Al-Thani also held bilateral discussions with HE State Minister for Foreign Affairs of the Federal Republic of Somalia, Ali Mohamed Omar, during recent engagements. These interactions show Qatar's commitment to diplomatic efforts in advancing global migration governance and labor practices. The ongoing collaboration with key international bodies such as the International Labour Organization and the International Organization for Migration notes Qatar's dedication to aligning its national reforms with global best practices and contributing to a more coherent international approach to migration. These high-level bilateral meetings serve to strengthen diplomatic ties and foster mutual understanding on critical issues related to labor mobility and worker welfare, further cementing Qatar's role as an active participant in shaping the future of global migration.
