The State of Qatar affirmed its commitment to safeguarding the dignity, humanity, and rights of older persons, designating it a longstanding priority irrespective of age or changes in health and cognitive abilities. This unwavering commitment shows Qatar's dedication to ensuring that its elderly population is treated with the utmost respect and care throughout their lives. Qatar's statement, reported by QNA, was delivered during an interactive dialogue with the Independent Expert on the enjoyment of all human rights by older persons. This engagement occurred under Item 3 of the 63rd session of the Human Rights Council in Geneva, where Qatar outlined its stance on the full protection of its elderly population. The session provided a key platform for Qatar to highlight its national efforts and legislative advancements in this critical area of human rights.

Respectful Designation and Framework

Qatar has adopted the term "Kibar Al Qadr" as a respectful designation for older persons, according to official statements. This term, which translates to "persons of high status" or "esteemed elders," reflects a deep cultural reverence for older individuals. The state has directed all institutions within Qatar to utilize this designation instead of the phrase "older persons." This directive aims to ensure a culturally appropriate and esteemed reference for the elderly population across various sectors, reinforcing their respected position in society. The adoption of "Kibar Al Qadr" is a deliberate effort to foster an environment of dignity and honor for older individuals in all public and institutional communications.

The country has also established an integrated legislative and healthcare framework specifically designed to protect the rights and well-being of older persons. This full framework is a cornerstone of Qatar's strategy to provide holistic support. This framework encompasses various policies and services intended to support the elderly, reflecting Qatar's commitment to their care and dignity. It ensures that older persons have access to necessary resources and protections, promoting their overall quality of life and active participation in the community.

Legislative Protections Enacted

Qatar has adopted legislation specifically designed to protect the rights of older persons, including Law No. 9 of 2022. This legislation represents a significant milestone in the country's efforts to formalize and strengthen the protections afforded to its elderly citizens. Law No. 9 of 2022 sets out the fundamental rights of older individuals and clearly affirms the responsibilities of the State, families, and society in ensuring their safeguard. It provides a clear legal basis for the care and protection of older persons, delineating the duties of various societal actors. The law also guarantees older persons access to essential health and social services, which are critical components of their overall well-being. These services are designed to meet their specific needs, ensuring they receive appropriate medical care, social support, and assistance. Law No. 9 of 2022 supports their effective participation in both family and community life, thereby promoting their continued integration and contribution. This legal framework reflects Qatar's commitment to establishing a full system that upholds the dignity and rights of its elderly population, ensuring they remain valued and active members of society.

Ongoing Commitment and Vision

Qatar's commitment extends to its strategic vision, which includes the National Development Strategy 2023-2030, set to conclude on September 9, 2026. This strategy is designed to ensure the well-being and active participation of older persons across various societal domains. The strategy outlines specific goals and initiatives aimed at enhancing the lives of older individuals, from healthcare to social inclusion. The state emphasizes that the rights of older persons are considered an integral part of its human rights system, aligning with international standards and national priorities. This integration reflects a holistic approach to human rights, recognizing the unique needs and contributions of the elderly.

Abdulrahman Sultan Al Marzouqi, Second Secretary at the Permanent Delegation of Qatar in Geneva, stated that Qatar has also implemented a full national plan for older persons. This plan includes 25 main programs and projects aimed at providing care and empowerment. These initiatives show Qatar's dedication to creating an inclusive environment where older individuals can thrive and contribute to society, ensuring their continued engagement and well-being as valued members of the community. These programs cover a wide range of areas, from health and social services to cultural and recreational activities, all designed to support a fulfilling life for older persons.
